As a result of the 2010 census, the lines for the four congressional districts in Mississippi were required to be readjusted. A three judge panel developed the approved plan which must be in place by the January 13th qualifying deadline for congressional candidates. The Federal Courts took up the redistricting after the Mississippi legislature failed to agree upon a workable plan during the 2011 session.
As a result of the shift in lines, Winston County will no longer be in District 3 represented by Republican Gregg Harper but included in District One currently served by Republican Alan Nunnelee. All of Winston County and roughly half of Oktibbeha County were included in the move.

Redistricting was required as the state experienced population shifts. The Mississippi Delta experienced population loss since the 2000 census while areas of north Mississippi saw growth. As a result, Panola, Grenada and Yalobusha Counties were moved to District 2 (D- Bennie Thompson) from District 1 while Winston & part of Oktibbeha were included in District 1. The other area county affected by the change was Leake. Leake County was split between Districts 2 & 3 but will now all be included in District 2.
