Winston Co Supervisors Meet on Monday

The Winston County Board of Supervisors met on Monday, February 6, 2012. A full agenda is available at the Chancery Clerk's Office and full minutes will be available after Board approval. Here are the highlights of Monday's meeting:
  • approved payment for Courthouse lock changes
  • Approved ROCIC training for Sheriff Jason Pugh and Deputy Edwards
  • Approved a payment of $82,750 for the new security system at the correctional facility (WCCF)
  • Heard from a citizen (Elliot Miles) concerning costs and benefits of the Louisville/Winston County Economic Development Board. Miles questioned the benefits returned by economic development in relation to its cost. Supervisor Peterson provided some info about the board's activity and some economic development projects currently underway. Board President indicated that the Board would request EcoDevo Director Gerald Mills be present at all future board meetings when possible to answer questions about area development.
  • Heard from Jimmy Kemp of Kemp & Associates concerning several road projects, inspection reports and approved a resolution for ROW for the Bluff Lake Road project..
  • Rejected a request to change the name of Harper Chapel Road.
  • agreed to advertise for bids for the large storage tanks at the old Spartus facility.
  • Paid a bill of $2871.57 for attorney fees for the redistricting plan.
  • Approved a request from the Chancery Clerk to provide funds to remodel the public restroom in the courthouse.
  • Tabled a request for the purchase of a computer station upgrade for the Chancery Clerk's Office until further prices could be researched.
  • Approved request for school bus turnarounds at three locations in District 2 and 3.
  • Acknowledged the receipt of certificate of insurance from the Ms. Tort Claims Board.
  • Declined to pay dues for membership in the National Association of Counties for 2012 in the amount of $427.
  • Discussed the upcoming retirement of EMS Director Clarence Kelly. Kelly will be retiring in May. The Board requested that a full set of job descriptions be developed and provided to the Board so that advertising for the position can begin as soon as possible.
  • Heard from Regina Higginbotham, the new county director of DHS. Also in attendance was Kathy White, the regional director.  Higginbothom provided some statistical data to the board concerning the economic impact of DHS payments and federal reimbursement of county funds provided.
  • Informally approved the placement of a plaque honoring the March of Bataan to be placed in the Courthouse.
  • Adopted a resolution declaring the need for a tire recycling project in Winston County. The resolution is part of the process to help a facility locate in the county. WWN will have further details at a later date.
  • Heard from ECO/DEVo Director Gerald Mills concerning several projects in cluding the OTR tire project and the finalization of a lease with Teeters for the Spartus facility.
The next Board of Supervisor's meeting is scheduled for Tuesday, February 21 due to the holiday on the preceding Monday.
