The Winston County Board of Supervisors met in a regularly scheduled meeting on Monday Morning (Aug 1). Besides normal activity such as approving minutes and claims, the Board dealt with grant, jail and 911 issues. Here are the highlights:
Determined that the Board was not authorized to pay election commission workers for assistance in the primary election. County Attorney Hathorn indicated that primary elections and associated costs are the responsibility of the political parties.
Heard from Warden Tim Palmer that an area doctor may be interested in providing contractual services to inmates at the correctional facility. Palmer would like to pursue further discussion on the matter due to concerns of medical liability. A recent incident with an inmate that suffered a heart attack while in custody focused further attention on this issue. The County recently received medical bills from the inmate’s treatment that included a bill of $77,000. The County is responsible for the cost but the bill will likely be reduced as statute requires that the County must pay no more than the medicare approved rate.
Discussed additional costs associated with county officials who accepted leadership roles within statewide organizations. The Board in general felt that the extra travel costs required by these roles should be the responsibility of the official. No action was taken at this time.
Met with Randall Livingston concerning costs of a new repeater to be placed on a Cellular South tower on hwy 25S. Livingston presented quotes on: moving a repeater in Noxapater ($8439), cost to establish an electrical hookup to a Cellular South generator at the Louisville location ($1700) and the new repeater on hwy 25S ($19458). The Board later met with officials from the Golden Triangle Planning and Development and started the process to receive a 35% grant for District 4 to cover some of the cost of the repeater.
The Board also had heated discussion about the appointment of a new member to the Economic Development Board to replace Dale Saulters. The Board tabled the appointment after a motion to appoint the new hospital administrator to the position failed. District 2 Supervisor Parkes questioned why an elected official such as a supervisor could not be appointed as a voting member of the EcoDevo Board. Supervisors Peterson and Estes indicated that the Board was set up to include someone from the hospital to provide answers to questions and input about medical services in the county. The County Attorney is to research the matter further.
EcoDevo Director Gerald Mills and Louisville City Engineer Kenny Morris requested that the County amend the solid waste plan to help encourage the possible location of a tire recycling facility at the Giffin Industrial Park. The plant could provide as many as 15-20 jobs in the area.
The Board also dealt with 16th section leases, approved the land roll, dealt with a garbage bill issue, approved a MEMA Disaster Assistance Agreement, approved application of a 50% grant to repair the roof of the county annex building , approved homestead charge backs and approved several office supply bills for some county offices before going into executive session.
