The Winston County Board of Supervisors heard from County Economic Development Director Gerald Mills concerning several issues with the Old Spartus Building and lease negotiations with the current tenant, Teeters. Mills also indicated that an outside engineering firm had examined the roof of the facility and indicated that while it could take as much as $2 million to replace the roof, scheduled repair work could extend the life of the roof for another 10-12 years. Immediate patching at a cost of $20,000 should be sufficient for the next 2 years. Mills stated that the sprinkler system in the building needed as much as $115,000 of repair but that this could be spread out over a 3-4 year period. He also indicated that there was TVA audit scheduled for the facility and that some TVA assistance in the form of an energy grant might be available. Lease negotiations with Teeters are on-going.
The Board also received an update from Tamika Moore at the Boys & Girls Club. Moore indicated that the Club served 117 members from k5- through 12th grade. She also noted several of the programs in place and the Club’s incorporation of Nanih Waiya and Noxapater students through the CAPPS program.
The Board also met with Lee McCall, Winston County Medical Center Administrator, who provided updates on phase renovations at the Winston County Nursing home, projected mechanical renovations at the hospital and the hospital’s investment in an electronic health record system with the goal of improving healthcare and recruiting physicians.
Supervisors - Parkes, Estes and Turnipseed all indicated that their districts had some roads or parts of roads that needed to be closed and no longer maintained by the county. These included part of Walker Road, Firetower Road and Bryan Road. By law, a public hearing must be scheduled and advertised and certain requirements must be met. The Board voted to start the process as needed.
In addition to the above, the board dealt with the following:
A personnel issue in District 4
Accepted the Grand Jury Report
Approved multiple P.O.’s
Signed the agreement with the City of Louisville to collect city & school taxes for the city for 2011.
Approved a 16th section lease
Voted 4-1 to replace damaged shutters on the Courthouse building
Dealt with several solid waste issues or bills
Dealt with several personnel hirings and resignations with the Sheriff’s Dept. or the Correctional Facility
Supervisor Duran informed the Board of a citizen’s complaint about the lack of sheriff’s deputies in the county.
The Board’s next meeting is scheduled for October 17.
