- Signed a resolution granting permission from the board to allow the nursing home renovation and an electronics records project for the Winston County Medical Center. Administrator Lee McCall indicated that a $3 million dollar renovation of the existing nursing and a $1.5 million records project would be financed by Regions Bank over 15 and 5 years respectively. The electronic records project would be reimbursable by Medicare/Medicaid.
- Approved a contract to replace the control board system at the correctional facility. Southwest Communications won the contract with a low bid of $126,000 to replace the eleven year old system currently in place.
- Tabled a phone contract with the Sheriff's Office for phone services at the correctional facility until after the election and/or a new board is in place.
- Approved a mapping contract with Tr-State mapping for the Assessor's Office for 4 years in the amount of $116,400.
- Met with Phylis Benson of Golden Triangle Planning & Development concerning block grants from MDA and compliance issues.
- Held a public hearing on road closings in Districts1,2 & 4. Citizens in District 4, Charlene Mayo and Sherry & Harry Bryan spoke for and against the closing of a section of the James Whitten Road. The board took all information under advisement before rendering any decision.
- Reviewed a year end report concerning solid waste revenue. Assessor Brenda Miles indicated that revenue was down approximately $15,000 mostly due to non-payment.
- Approved a contract with Wes Kight for reappraisal services for the upcoming year.
- Accepted the resignations of Tax Assessor Brenda Miles and Board member Jerry Estes effective as of December 31st.
- Heard from Bubba Hudspeth concerning the tax assessment levied by the Tallehaga Watershed District. Hudspeth indicated that the levy should have been lifted six years prior to this year's assessment and requested refund of taxes paid. After discussion, County Attorney Hugh Hathorn indicated that he was not sure if the Board had the authority to remove the levy and would have to take the matter under advisement.
- The board also discussed current problems created by the use of two cafeteria health care plans. Due to differences in enrollment periods and previous agreements, some county employees have experienced gaps in their dental and vision coverage.
