School Board Deals with Sex Ed, Championship Rings and Prep for Upcoming Elections

The Louisville Municipal School Board met on Tuesday, December 6th. In addition to normal business activity, board members addressed the following issues:
Approved payment for one half the cost of State Championship rings for the Noxapater High School Football Team. The team recently won their 1st state title in Division 1A. Board members indicated that sharing the cost between the school system and boosters/parents has been a policy utilized in the past.
Approved advertising in the Winston County Journal a "Notice of Trustee Election for District 3 for a full term and a "Notice of Trustee Special Election" for District 4. District 3 board member is Mark Donald while the District 4 position has been vacant for an extended period of time. The election will be held on March 3, 2012. Interested parties should contact the school offices for more information. Candidates must file for the positions, at least 40 days prior to the election (by January 24th).
Provided initial approval for a sexual education program to be implemented as required by House Bill 999. Superintendent Wade provided two initial options to the Board for review. One policy "Abstinence Only" is less detailed in some subject matters versus the "Abstinence Plus" policy which covers more detail in HIV topics, teenage pregnancy, etc. The Abstinence Plus program requires more teacher certification and a school nurse involvement. After considering costs and the subject matter, the Board authorized the Abstinence Only program while reserving the right to review and adjust the curriculum as possible. The program must be in place by the next school year (2012). Parents do have the right to opt their child out of the sex ed program and they also have the right to review the curriculum. There was some concern about the grade levels at which the school may be required to begin sex education as some statewide discussion included children as young as 2nd grade. The status of this has yet to be determined or if the local Board has any control of age/grade limits.
Reviewed 16th section leases and timber sales. This also included the lease for Dean Park. Winston County Commissioners had requested that the school waive the lease payment on the property. Superintendent Wade indicated that an initial review indicated that the property did not meet the requirements to be subject to a lease waiver and recommended that the Board ask for an Attorney General's opinion on the matter before taking any action. The Board agreed. The Board also looked into reducing lease requirements on churches and cemeteries on 16th section land. The standard yearly lease is 4% of appraised value but members indicated concern that some of the smaller churches could have some difficulty in meeting this requirement..
