McCully & Associates is celebrating its 20th year in business in 2011. Since 1991, the company owned by Louisville native, William McCully has been providing mass appraisal, GIS integration, project management and software development services to local jurisdictions throughout the state of Kansas. Founded in Liberal, Kansas, M&A has grown from two clients to a statewide presence. “We have provided services from full reappraisal projects to software design and data conversions for more than thirty counties across the state of Kansas.”
The company has its roots in Mississippi as McCully started in the reappraisal field in the early 1980’s in Winston County. McCully graduated from Mississippi State University with a degree in Banking and Fnance and has worked in several counties across the state including Leflore, Adams, Amite, Wilkinson, Pike and Winston. Appraisal projects have taken McCully and his wife Tracy to Ohio, Delaware and Kansas working individual and statewide projects for various companies. In 1991, he formed McCully & Associates to complete appraisal maintenance projects across Kansas. “We experienced immediate growth as there was and is a need for a company that understands not only mass appraisal but project planning and scheduling, software and GIS integration and database management." M & A returned to Winston County in 1998 for family and business reasons yet the company has experienced continued growth with personnel in three locations across Kansas and their main office located at 3359 N. Columbus outside of Louisville.
“Our biggest challenge has been most recently as we are currently guiding clients through system conversions from a 1980’s style computer mass appraisal system to a state of the art appraisal and data management program." In addition to conversion projects, M&A develops and supports multi-jurisdiction commercial real estate sales bases and GIS data integration.
GIS (Geographic Information Systems) has become a large and complex part of many jurisdictions’ information base and most do not understand that it is data not map coverages that determine the usefulness of GIS. Whether it is ownership mapping, 911 addressing, incident reporting or road & bridge maintenance, the quality of the data and its integration determines the usefulness of these very expensive projects. “Without proper maintenance and an understanding of how to put the data into the hands of those who need it in a timely basis, a GIS system is little more than an extremely expensive map that’s always out of date.” M&A develops integration systems that insure existing data is tied efficiently to GIS coverages and data base structures that are user maintainable and easily updatable in real time.
McCully & Associates is also venturing into internet information services for small rural communities by providing news aggregates, reporting services and community posting boards. The development of inexpensive options for small communities without (or with limited) media to get information out to citizens began with the test project “WinstonWebNews” . WWN began as a news aggregate for Winston County but we immediately saw the need for more local information. WinstonWebNews currently provides original articles, local obituaries, events, commentary and community calendar pages. M&A is currently tailoring web projects for other jurisdictions that allow for group inputs to a central website integrated with Facebook and Twitter. This option allows local governments, hospitals, schools and emergency personnel to post current up to the minute information for local consumption to a central point.
