Captain Donnie Graham congratulated by Claiborne
as brother Ronnie looks on.

The officers were welcomed by Mayor Will Hill who congratulated them on their efforts. Chief Claiborne also expressed his appreciation for their efforts and participation in the testing and improvement process of the Department, indicating that everything from promotions to pay raises ought to have a measuring stick and not just be based upon seniority.

Howard Marshall indicated that he had started his career with Louisville PD at the same time as Donnie Graham more than 25 years ago in 1987. Both officers have been lifelong residents of the area. Both Graham and Marshall indicated that they felt the re- structuring of the Department was a good idea and an incentive to officers.
