Youth Council Weighs In on "Saggy Pants" Issue

The Mayor's Youth Council (MYC) made a presentation to Louisville Aldermen on Tuesday night concerning a possible "saggy pants' ordinance in the city. The MYC is composed of students from area schools who participate as part of a volunteer program in the community.

Macy Donald, the MYC Mayor presented the board with information and research on similar ordinances in other communities in the state. When referring to the sagging pants issue, Donald stated, "We don't want to see this any more than adults do.". The MYC discussed and voted on the presentation prior to bringing the issue to the aldermen. All members had positive comments as Alderwoman Frances Ball said, "I admire you for coming up with this... You all must be brave as there is tough language in this."

The Board as well as the City Attorney took the presentation under review . The main concern expressed related to a matter of enforcement of such an ordinance.

The Board of Aldermen also dealt with the following:


  • Received a report from Mike Forster of the Airport Board concerning improvements and changes at the facility. Forster indicated that a new terminal was in the works and could be completed as early 2014. 95% of the cost associated with these improvements are provided by grants from the FAA and MDOT. The remaining 5% is split between the city and county. Forster thanked the previous Airport Board members and noted that since 2007, roughly $2.5 million have been invested in the airport facility and that the total cost to the city over that time was only about $40,000.


  • Acknowledged completion of Police Academy training by Justin Moore and his achieved ranking of #9 out of 35 officers attending.
  • For the Transload Facility:approved payment to Calvert Spradling Engineers Inc. for $7,600.00  (CDBG $5,700 and City $1,900). Approve payment to Sample, Hicks and Associates for $10,500.00 (CDBG $7,875. And City $2,625)    
  • Authorized Mayor to sign request for cash from MDA$13,575.00 for the CDBG funds,  (TVA will reimburse the city for total of $4,525  )
  • Allowed til January 8th for the clean up of unclean property located at 211 Pond Street owned by Linda Cooper Triplett.
  • Reviewed an Inter-local Agreement with Winston County on housing city prisoners.
  • Acknowledged a  final order on tax exemption approved by State Tax Commission for Polo Custom Products.  
  • Approved a CEDA Resolution and a Local and Private Resolution. 
  • In relation to aSmall Municipalities Grant on Sidewalks: Authorized the Mayor to sign closeout documents and request funds and to authorize final payment upon the completion of the project.
  • Authorized payment of Docket of Claims for $ 128,848.18 for November bills.
  • Approved contract for services with BBI for 2013 for $14,670.00 for hardware and software programming support.
  • Authorized payment to IPFC for $4,113.10 upon receipt of payment from Red Hills Salvage for insurance on the GP facility.
  • Approved payment to The Policy Center for $14,155.00 for insurance coverage on city property for fiscal year 2012-2013.
  • Approved Payment to Golden Triangle Planning and Development for $1,000 for annual local matching funds.
  • Approved disposition of fixed assets in the Street Department and E911 department.
  • Approved travel allowance for city clerk and election commissioners to attend the mandatory election training in Starkville on January 3.
  • Approved revised Police Policy on In-car Video Policy.
  • Authorized registration for Chief Terry Johnson to attend MS Fire Chief Association Winter Conference on January 23-27 in Jackson,  free training.
  • Approved the hiring of  Harold Roberson at a part time position in Park & Recreation effective January 1.
  • Took notice of Board appointment to Louisville Housing Authority commissioners, Robert Finch’s five year term ends January 1-1-2013, appointment to be made at January 8, 2013 Board meeting.
The Board went into executive session for further discussion of personnel issues. There will be no further Board meetings in December. The next scheduled meeting is on January 8th.
